Default Outlook 2016 Indexing Options grayed out

I have been struggling with the search performance in Outlook for months.
When I try to adjust the Search using Files > Options > Search, the Indexing Options is grayed out. Also, right below is a message to, "Upgrade to the latest version of Windows Search". However, when I select the button, "Upgrade Search" I receive a message that the page cannot be found.



Any help with this would be greatly appreciated.
