Replying to a message and having the cursor go into the body

Default Replying to a message and having the cursor go into the body

I feel so silly that I cannot find the answer to my question. I have a client who, when he replies to a message in Outlook, the cursor goes into the "To:" box instead of the body of the message. How do I change the option for the reply to start of in the body of the message for editing?

Never seen this.
But if the cursor goes to the right position after he clicks the message body, it is fine to me, one more click after all.
