Saved .msgs copies locked

When trying to open saved .msg files it fails with it is possible that file is open or you don't have permission when its copy is opened by someone else. Im using Office 2013.
What can be done to solve or at least mitigate the problem i tried various things that didnt worked like setting it read only(only works on not locked yét files) or changeing extension to .eml

Outlook probably has the lock on the file still. Close Outlook and try your test again. If you still have no joy, then try logging out and/or rebooting.
