Default manually sending a message from outbox

Hello

I've unchecked my option to 'send immediately when connected'...so that when I finish a message and click SEND it goes to my outbox and sits.

When I'm ready to actually send, I'd like to click SEND/RECIEVE and have the message send out, but currently the message is on some sort of time delay and sits there for over 5 to 10 minutes befor actually going out. Why is it delayed ? (ive unchecked the time delay option)

This used to work properly on my older laptop, but Im not sure what setting I'm missing.
