Outlook 2003 on Terminal server

Default Outlook 2003 on Terminal server

We have Outlook installed on several terminal servers and users are able to startup Outlook without a problem on all but 1 server. The troubled server asks users to configure Outlook, unlike the other servers that automatically configure for them. We have the custom11.prf file in the correct directory and security is set correctly. If the users manually run the custom11.prf, Outlook runs great. The other servers do not require the users to run custom11.prf. Any ideas what might be missing?
