Outlook 2016 not embedding all the images

I've written a perl script to send an email with embedded attachments. When the email is open in outlook, only one image is embedded and all others come as attachments.

This works fine when checked in gmail. All the attachments are embedded in the email.
Let me know if you have any answers for this.
