Default Bulk Mail Identified as Junk Not Moving to Junk Mail folder

I'm using Office 2016 PRO and when I download email with Outlook I often see mali go to the "bulk mail" folder. If I identify a specific email by clicking on "Junk" then "Block Sender" I get a pop up message (see attached image). However the email does NOT go to Junk mail, it just stays in bulk.

Further despite the "block sender" selection, I keep getting the same sender "junk mail" in the "bulk" folder, vice "junk mail".

When I was using Outlook 2007 it worked just fine....but 2016 is a "rubic cube"!

It is probably being also classed as Bulk email, even though you have defined it as Junk, the difference may be due to the actual content of the email, rather than your selection.

So what is the purpose of having a drop down menu asking for my input as to whether or not something is junk?

Further, what is the used of "block sender" if it too does nothing at all.

In my 2007, and 2013 versions of Outlook, if I identify an email as junk, it dose actually move to the Junk mail folder.

I'm beginning to believe that my spending $400 bucks for Microsoft Office 2016 Pro was a waste of money. Especially since the reason I did that was because the individuals in the Office Support section specifically told me that was the ONLY way to migrate folders and address information from my Office 2007 Outlook.

Tried that number....40 times in one hour...every time all I got was a busy signal.

I have made contact with Office Support (in Plano, TX) at 1-800-275-3165. Talked to several different people. Robert, Mike, Roger, Martin, Sam to name a few.
