Default Possible to recover messages after deleting old POP3 account?

I'm trying to help someone with an Outlook 2013 problem. They previously had been using a POP3 account with messages stored locally. More recently they migrated to gmail and are using IMAP to access that. The old account was kept for access to the old messages.

However, the old POP3 account was accidentally deleted. I figured no problem, just import the old PST file. However I have not been able to find that anywhere. Searched the entire drive, no PST file. Tried using the Windows "Restore previous version" feature on %USERPROFILE%\AppData\Local\Microsoft\Outlook as well as %USERPROFILE%\Documents\Outlook. No PST file. I even scanned the drive with a utility to find deleted files. No PST files to be found. All that seems to exist is an OST file which I assume is for the gmail account.

I really don't have much experience with Outlook beyond just installing it and setting it up. Are the old messages permanently lost in this situation or should I be looking for them somewhere else?
