Outlook 2003 Rules and Attachments

I have Outlook 2003 and it is not applying rules to incoming mail with attachments. I have several layers of rules, the first two match words in the subject line and the last rule just checks the to email address and moves the mail to a specified folder. The last rule alway's works but the subject line rules never work if the email has an attachment
