Default Redirect

I need to be able to manually redirect individual emails to another account in the same domain. Can I do this using RULES and HOW?

We have users with their own email accounts (Outlook 2003/Exchanges Server 2003) who may receive an email directly to them. They may want to redirect these emails to another account that provides the ability to create an incident ticket.

The problem is that this other account needs to see the email as if were sent directly to this account so I cannot forward the email there I must redirect it there to retain the original senders header.

There is nothing unique about the original email that could be used as a filter to automatically redirect upon receipt.

So I think I have to allow the user to review the incoming email, determine that it should be recorded as an incident and either flag it or move it to a special folder for redirection where a RULE would apply.

I need to keep a copy on the original users account.

Can anybody walk me through this?
