Question Attachment sent from One Drive

I forwarded an Outlook 2016 attachment to several people and for one of them OL went to One Drive to get the attached file and the recipient never receives it. Other recipients get a copy of the local file from my desktop. I apologize for any confusion but this is a weird problem. I have my desktop backed up and synced with One Drive. I send a Word .docx file, located on my desktop to several people as an attachment. It goes to most people normally but when sent to one of them Outlook goes onto the internet to One Drive and forwards a copy of the backed up file. I say it sends it but in truth it never actually goes to the recipient. Can anyone explain why this would happen?
