Default Enable Outlook Macros

I have some experience in coding VBA, some in Excel, but for years now mostly in Access. I have never written code/macros in Outlook till yesterday. I copied some code I found and pasted it in a .bas file using notepad. I then imported it into Outlook VBA successfully and gave it a test run with lots of breakpoints so I could follow it. After a few tries I got a partial result, which was an Excel file full of email data. I need help with the code, but today I am unable to even run it. I get a message
"Macros are disabled in this project etc..."
which is confusing because I was able to run this yesterday.
Any suggestions?

p.s. I tried changing the settings in the Trust Center, but the Macro Settings are all grayed out and can't be changed.

Outlook is rather more fussy about security than other Office applications. You need to digitally sign the project - see http://www.gmayor.com/create_and_emp...gital_cert.htm

Tried all that, but still no success. My next step is to work through my local I.T. security folks. It's becoming increasingly unproductive to pursue this. The odd think is it let me run this code one day and the next it wouldn't. I went to another laptop and it let me run the code there at least once. I will try again Monday to see if I still can.
