Use an HTML editor of your choice and use the installed notepad stationery template NOTEPAD.HTM (or any of the other templates) from C:\Program Files (x86)\Microsoft Office\root\Stationery\as a basis for your own stationery using your own logo. Save it in the folder %appdata%\Microsoft\Stationery with a new name along with the linked logo.
Note that the Notepad image is 1440 pixels wide. It doesn't merely run down the left side, but forms a complete background. You can use PNG format with transparency to provide a transparent background.
