Default Problems with Outlook 2013

I am not sure what has happened but I have had the strangest things happening with my Outlook 2013. Up until about a month ago, I had been using Outlook for many years and have never had any problems. Now it appears that all I have is problems. I am utilizing Window 7 64bit and Microsoft Office Pro 2013. I have been utilizing Windows 7 and Outlook 2013 since they were first sold. Again without problems of any kind. My problems started about a week or two weeks ago.
1. I opened my Outlook and found that the reading pane was on all of my folders. I have never utilized the reading pane, and have tried numerous times utilizing what I could find on the internet to stop using it again. I have gone through each folder and turned it off and the next morning when I come to work and start the computer, it is right back on. I have tried to turn it off utilizing a website app on the desktop, but it does not work. So each day I go through each folder and turn it off so I can work.
2. The second irritating situation is the fact that I am unable to delete folders. I delete and within seconds it appears again. Have not been able to find anything on how to correct that problem.
3. Last but definitely not the least of problems is the receiving and sending of the emails. It varies, and I have deleted the account and set up a new one as recommended twice with a new email address, and both times the problems still exists.
a. I send an email and it shows up in my draft folder. I resend it and the receiver gets two copies, but my send folder never shows the email being sent.
b. I receive emails only after I have I have opened my webmail on our site, and once I open the webmail, the outlook begins receiving the emails.
c. I also can no longer utilize the email direction system whereby it comes in and goes to a specific folder, as it no longer works.
4. I am totally at a loss on what the heck happened. I had a friend tell me I have a virus but we had the computers checked out and we do not have a virus. Another friend told me I probably had Malware in the computer, but again when we had the virus checked out, we had the malware checked out and the computer is clean.
So I guess my question is? Has Microsoft initiated an update that is messing up the system, or what? I am willing to attempt anything short of buying 2016, because of the problems my friends are having with Windows 10 and the Office 2016. Any suggestions are much appreciated as this takes a lot of time from the workday and we have lost a lot of information which is critical to our business. Thank you in advance.
