Default Cannot create a public folder?


We are new to outlook. I am trying to learn to create forms. The first step in the tutorial is to go to file/new/folder(enter name)/all public folders. When I try to create a get "Cannot creat the folder. You do not have sufficient permission to perform this operation on this object. See the folder contact or your system administrator."

I have administrator rights. Unless there is somewhere else that I need to be added on the exchange box. I'd sure appreciate any push along the right road!
