You need to save your worksheet as CSV(Comma Delimited) to create a comma delimited file, which should look like

PROP_ID,OWNER,E-MAIL,ADDR_LINE1,ADDR_CITY,ADDR_STATE,ADDR_ZIP,LEGA L_DESC,ACRES,VALUE
