Default Is there a way to prevent people from shutting down Outlook?

Greetings:



I have a collegue that leave outlook off all the time. This hurt the business since he can never check and response to his e-mail in a timely matter. I have to constantly talk to remind him to check his e-mail. Is there a way to make Outlook start up automatically as soon as he login into his computer and stay open until his computer shut down? In order word, is there a way to prevent him to turn Outlook off without turning his computer off?
