Default outlook won't open, doesn't have permissions

I have a limited user account, and outlook over there wants to access the pst file in the administrator account, thus it can't start up at all, because it doesn't have permissions.

Truth is, I don't want it to open THAT pst file. I want it to open its own files.
I searched in the limited user account for pst files and ost files, and I couldn't find any there.

In short, I want to tell outlook to make new pst or ost files for the limited user account.
but since I can't even open outlook at all in this user account, don't know how to do it.
any ideas, short of recreating the whole user account all over again?

I tried opening outlook in safe mode by holding down the control button, but same error message.
I tried running the office repair tool, from the administrator account. it did not fix anything.

SOLVED: I made a new profile from the control panel.
