My wife has recently been having difficulty with her account using 2003 version. She can send and receive mail ok but is having problems when clicking a link within an email. A message flashes onto the screen " this operation has been cancelled due to restrictions in force on this computer. Please contact Administrator"

It sounds like security settings on your wife's computer. Try disabling your anti-virus and firewall options temporarily. Remember to turn them back on later!!!
