I am using MS Outlook 2013. I would like to start a draft message with only the text, and save the "skeleton message" so I can start a number of later responses using my profile email. When I try to copy the original email that I want to reproduce, Office will not increase the number of drafts. Each time I try to copy it to the drafts folder to make multiple blank copies, it will not increase the number of copies, but keeps on saving the original draft. How does one make multiple copies of the same email for future use?

Save the message as a template and create new messages from the template. You don't need to involve 'Drafts' at all.
