Default Can't setup new account

I have four working accounts already running in Outlook 2010. I just switched ISPs to Cox, and can't setup a new account. The auto detect setup fails, and when I enter all the port, security, etc. info - which happens to be the SAME as my two working gmail accounts except for the servers (of course) - when I TEST ACCOUNT SETTINGS I log into the IMAP server (or POP, I have tried both) OK, but the test fails to log into the SMTP server. All spellings, caps, password, etc. have been check a jillion times. I have disabled Windows (7 Pro 64 bit) firewall as well as my router firewall (to check setup, then turned them back on). Nothing works. I have had several email exchanges with folks at Cox, but they calim it has to be at my end. I can't see how since the SAME ports and encryption is used for my 2 working gmail accounts. Any ideas?
