Default outlook - sending/replying with second email on account

I have a main email account in outlook 2007. Recently added a second email account.

I can receive emails to my main inbox for my secondary email account, but replies to those messages with that secondary email as well as new messages I'm trying to send with that secondary email just hang in the outbox.

I have read about the 'delegates' option under tools-options.... but I don't have that tab available for some reason. Older version?

outlook 2007 (12.0.6668.5000) SP3 MSO (12.0.6662.5000)

I get "verify email address in your account properties" erroro message when trying to send from that account.
