Default how to prevent mousewheel from disabling window menu via alt-space shortcut?

In earlier versions of outlook, I can close a message window by pulling up the window menu with the standard windows shortcut alt-space (which works in any standard windows program)

However in Outlook 2010 I see the following behavior: when I double click a message to display it in its own window, the title bar is light gray, but turns to dark gray when scrolling with the mousewheel. At this point the window menu is not triggered via alt-space shortcut.

To get the window to respond to the alt-space shortcut, I have to first hold down the alt key for a full second, then when releasing ALT, the title bar turns back to light gray which tells me Alt-space will activate the window menu.

How can I prevent the title bar from turning dark gray upon mousewheel scrolling, so that the window will immediately display the window menu via the ALT-Space shortcut?
