Default Why is 'Address Book' not the same as 'Contacts'?

I didn't notice this before but I've been having difficulties sycing my BB Z10 to my Outlook Contacts list (an unforgivable gaff on BBs behalf) and one of the work-arounds is to have a Live or Outlook hotmail account in your desktop Outlook and sync that way. My Live account shows up on my Outlook desktop as another e-mail account and I have it on my Z10. I notice though that the Live doesn't update when you make changes. I also notice that the Address Book (top right) information is not updated with my contacts list. Why is that and how do you sync?
