Cannot uninstall Outlook 2010

I installed Office 2010 Version 14, 32 bit over Office 2003 Professional Edition 32 bit. When the software installed, it disabled Outlook 2003 and would not run Outlook 2010.
I have tried to uninstall Outlook 2010 but I keep getting the following error.
Setup Error: The language of this installation package is not supported by your system.
Any suggestions?
Below are all of the Microsoft programs that are currently installed on my system. Office 2010 does not work at all and cannot be uninstalled.
I ran Belarc Advisor. It lists Office 2010 as being installed, but only Outlook 2010 shows up in Add or Remove Programs within the control panel.
