Default Hyperlink clicking setting?

I get a popup that says "This operation has been canceled due to restrictions in effect on this computer. Please contact your systems administrator"

I am the administrator but can not figure out how to be able to clink on links in open emails and go there. I reloaded my hard drive and this is how it ended up. I want to be able to click on hyperlinks and go there from the emails. Where is that setting located and what do I need to change.
