Default Outlook Storage

I use the actual Outlook program to access my Outlook Web Access. I find it a pain to have to sign in to check my email and I don't get the appropriate notification of new emails. My boss told me the other day that we no longer use Outlook (the program) due to the fact that is saves all emails to the actual computer. In other words. All email sent/received can be viewed anytime without the computer being connected to the internet to access OWA.

Is there a way around this. Too were the Outlook can access OWA without saving anything.
