Use outlook to send text message to a cell phone

Using Outlook 2000 configured for Comcast who is my internet provider. My email address is @comcast.net Want to send cancellation text messages to softball players using outlook. Works for people who have verizon & sprint as their carrier. AT&T and Tracfone messages go out but are never received (no error messages). Experiments concluded that if I send a text to a cell while logged into the Comcast website the messages do go through. If I use Outlook 2000 they don't. Does anyone have any idea why? The Comcast site is not user friendly for quick login, large distribution groups, and email management.
