Default Junk Mail - Safe Sender list not sticking

Hello - we're trying to globally add a few domains to the Safe Senders list, but the settings don't stick. We created a TXT file with the safe domains listed and put it up on a share. Added the Office 2010 administrative template, edited a GPO (User config - Policies - Administrative Templates - Microsoft Office Outlook 2010 - Options - Preferences - Junk Email) to grab the TXT file. Also added the reg edit HKEY_CURRENT_USER\Software\Policies\Microsoft\Offi ce\14.0\Outlook\Mail added REG_DWORD called JunkMailImportLists with value data 1.

This initially seemed to work. Forcing a GP update showed the desired domains in the safe senders list. But when we check again a few minutes later, they are gone again! Anyone have any ideas? We thought another GPO might be conflicting, but this is not the case. Thanks!
