Default Outlook Toolbar Multiple Folders

Hello,

I'm trying to organize my template emails in Outlook and running into a problem with folders in the toolbars. When I try to add a second folder to include different templates, I find that it's really just a copy of the first folder and I can't make changes to one folder that aren't reflected in the other. How can I get them to be separate folders with separate template mail messages?
