All hyperlinks in outlook open up in internet explorer as "http://%22/".

All hyperlinks in outlook open up in internet explorer as "http://%22/". Hovering over the link in outlook shows the proper URL, source code shows the proper URL, but after clicking on the link it takes me to "http://%22/" every time. How to fix this? Copy/paste url works fine.
