Large blank space at the beginning of a forwarded/replied email using stationery

I have noticed that when some of our users forward an email or reply to, if the original email used stationery that there will be a large blank space at the top of the email. this "blank" space is actually a jpg tile of the background used by the stationery. Do any of you know of a fix for this?
