Default Using a custom Email template by default

I've created a custom email template (footer with contact info and a pic).
Its saved to a local folder I've called "templates" as an "*.

What I'd like to have is the following:
- user creates a new email
- the new email automatically uses that custom layout.
- there are 4 users here that should all use it. I'm happy to copy the OFT to all pc's if needed.

1 - ideally use that *.OFT file, or
2 - how do I create a different template to use
