Default OneNote Sync to Devices No Longer Works

I'm having an issue with OneNote in that it no longer synchronizes changes to my office workstation, my Surface at home nor to my iphone or ipad. It simply says synchronization error and will not synchronize. I am able to access my notebooks by going to portal.office.com and making changes there. So, I'm able to keep my notebooks up to date. I recently bought a new notebook and installed office on it. That notebook seems to synchronize perfectly. So, for some reason, my incumbent installations of OneNote on all of my devices don't seem to work but a new install works. I've tried deleting the OneNote installation on my Surface and my workstation at work and reinstalling but I still cannot get OneNote to work properly. My guess is that there is some configuration data that is being retained so when I do a clean install, I don't really get a clean install, there is stuff left from previous installations. So, my question is this. Is there any way to totally wipe OneNote off of an installation so I can install with a totally clean machine?
Thanks in advance for any help that can be provided.
