Question Read only on shared network


I am trying to make a OneNote 2013 document read only permission, with it saved on a shared network. The only options I have found to do this is by saving on OneDrive and using permissions when inviting users.

Due to the amount of people who will require access (200+) and frequent staff turnover this really isnt that viable of an option.

Are there alternate options available?

I attempted locking it, but this wouldn't allow any type of access
