Default Trouble Deleting Files

I'm trying to learn how to use OneNote, and I can't get past an issue. When I create a notebook, I cannot delete it. I see it in my OneNote app on my Windows Surface. I see it in my OneDrive Windows explorer. I see it online at onedrive.com.

When I attempt to delete it from windows explorer, I receive the error message that I'm unable to delete a OneNote shortcut.



When I attempt to delete it from onedrive.com, I can select the file via the circle, but clicking "delete" on the menu up top does nothing at all. None of the other menu options do anything either. I mean nothing. No error message, no screen refresh, nothing at all.

If I cannot even remove a file, there's no way I'm ever going to use OneNote.

Never mind. It's a issue with my work's network, because I can delete the files via a personal hotspot on my phone.
