Default How do I keep OneNote from automatically pushing new drawings to the back?

Every time I draw over an old drawing it puts the new drawing behind the old drawing. I've been through the options and I couldn't find something I could click that would make it automatically put new drawings in the front.

I have also highlighted the old parts under the new drawing and clicked on "push to back" and it infuriatingly ignores the command. It simply does not push it to the back, or push it to the front.

Any ideas?
