Hey y'all....I'm an avid mixed media journalist and would like to use my new Surface Pro 3 for creating digital journals with OneNote. My question is, if I have an art image that I would usually glue on to a paper page, can I also use such an image in OneNote as a page background and handwrite on top of it?

You sure can. Add the image to the page and right click on it. Choose the option 'Set to Background' and from that moment on you can 'write' over it. Better option would be to create a template out if it. You can find some pointers for this on my blog: http://wp.me/p57J76-2c

As an addition to your question you should be aware that the size of the OneNote page differs from device to device. So most images set as background have some kind of gradient to the right
