Hi Martin,
That seems a bit odd. If you store your pictures on OneDrive you already have the possibility to share them (even externally). OneNote is a source where you can add pictures if you would like. By sharing the notebook people can look at the pictures. The option to share the notbook you will find under File -> Share. My recommendation? Use OneDrive to share no need for the extra step.
