This is not possible in OneNote. But you can accomplish this with a trick. Add a table which consists of two columns.
Place your text in the first column, place your drawing in the second column. Now whenever the text in the first column grows the second column will grow accordingly! |

Ok, how do you insert DRAWINGS into a table cell? I tried that and was not able to.
