Default OneNote: "Open New Side Note"

Hi,
I recently installed OneNote on a new computer (running Windows 7 professional), and although the "Open New Side Note" icon appears in the taskbar, clicking on it does nothing (and I can't launch OneNote by right-clicking on the icon either).

I really liked being able to open a quick note that way, so if you have any suggestions, they'd be much appreciated!
