Default All tools under the Developer ribbon greyed out

Hi everyone. I was provided with a new laptop installed with Office 365. When I added the Developer tab in Excel, all the tools in the ribbon are greyed out except Enable Macro. I clicked on it but I need an internet connection. Is this an Office 365 thing? I had been using Excel 2010 then upgraded to 2016 with no issues on the use of the Developer tool. I did not need to connect to an internet before enabling all macros.
