Angry Resizing window in Word/Powerpoint causes display to break up into jagged lines

Windows 10, 2016 Office 365
As I resize the window, the menu and/or the text breaks into jagged lines.
As I use Ctrl Scroll to change the text size, some sizes also break into jagged lines.
It happens in Word, Excel and PPT but not in non office apps.
It happens on both of my monitors connected to both of my graphics cards.

I've attached 3 links to:
- info on my 1st and 2nd monitors
- video showing what happens when I resize the window or ctrl/scroll wheel to zoom in and out.
