Default Envelope in the taskbar when rules applied

Hello,

If I receive an e-mail that goes to Inbox, then there's an envelope notification in the taskbar, but if I create a rule, that will move the e-mail to a specified folder, there will no envelope notification in the taskbar.
I'm using Outlook 2010 and the problem still not fixed.
Tried to google, but all suggestions led to no solution

I'm aware of the taskbar notification options and about desktop alert.

Anyone has an idea? or an add-on that fixes it?
