Unhappy What program should I use?

Here is what I desire in my project:
> Functional database/table to house many different texts and values relative to a ID number.
> Format a printable layout to display information from the database/table ontop of predetermined images set to specific locations.
> Format the printable layout to display different images behind text depending on the sub-ID value.
What program do I use?

Some background:
I am making a card game, and need the background artwork to be behind the regular text of the card. I also desire specific types of cards to have special formats of thier background, which I hope to edit by setting up functions to check for specific variables in my database/table. I am also talking of about 3 layers to the final product; first being text, second being behind text images, and third being card background.

I know I cannot do this in excel, despite it's functions working perfectly for formatting without images.
I think I cannot do this in word, as it doesn't let me change card layout based on variables in my database/table.
I think I cannot do this in publisher, but I could be wrong.
