Default Ransom Virus

Helping a friend who's machine has RSA-2048 Aes-128 ciphers ransom virus. I have currently got the pc launching in Safe Mode without networking but he needs access to his address book - I thought I could launch outlook 2010 and download a/book. Unfortunately outlook stays open for a few seconds and then closes down, as if it is looking for an internet connection and because it cannot find one it closes down. Is there a registry hack I can perform to make Outllook/Office open on offline mode?

Outlook doesn't need the computer to be online to work. From your description, Outlook, including data files such as contacts, received/sent emails, etc. may have been compromised by said virus.
