msoia.exe is an "Office Telemetry Agent" that is part of Microsoft Office 2013. It was most likely installed because whoever installed Office 2013 on your system accepted an option to let Office gather data about how you use it and periodically send the data back to MS. MS has been rolling out a lot of these as 'recommended' updates without explicitly telling users that's what they are; instead they just get given obscure Windows Update descriptions such as "Install this update to resolve issues with Windows". Many people regard them as no better than spyware.
