Default Office Licensing?

We are considering an office-wide upgrade to our varying versions of MS Office we have collected over the years of purchasing new machines. Does MS offer any kind of "license" manager that would allow us to purchase X amount of licenses and we be limited to X number of concurrent uses of the product? For instance, say we have 15 workstations but only need 10 concurrent uses open at any one time. I recall a vendor we use mentioning this is years gone by but we never acted upon it.

And it could be I am confused LOL.
