Default Need help with User Accounts MS 2013

I have an entirely STANDALONE Dell OptiPlex running Windows 7 (64-bit) and MS Office Home and Business 2013. I have several user accounts. I use all of them myself. (Think in terms of a split personality, where each personality gets its own user account, lol.)

With previous versions of Windows/Office (I'm not really sure wherein the functionality lies), the Administrator could see and work with the files of other users. I seem to have lost this functionality when I upgraded to 2013. There are a number of issues here:

1. The Administrator used to be able to see and move other users' folders (eg, My Documents) and subfolders. I don't see how this could be an Office issue, but I think (not sure) that I could do this when I was running Windows 7 and MS Office 2010. I think maybe the Administrator could also open the other users' files, too. Now the Administrator can't even see other users' folders, much less do anything with them.

2. The Administrator used to be able to see other users' email and also move their email folders (not talking about the entire pst file here) from one user's account to another. So when an email ended up in the "wrong" account, I could put it in an Outlook subfolder labeled Move to [Other User Account]. Then I could go into the Administrator account and move the entire subfolder from the "wrong" user's email to the "right" user's email. For whatever reason, the Administrator could not move individual emails by themselves, only folders with email in them.

3. The users could share calendars. This icon is now grayed out. My tech guy (not my employee, just a local guy) says this is because I'm not using MS Exchange.

4. The users could not only share calendars, but, if I set a reminder in any of the users' calendars, that reminder would pop up in all of the open accounts. This was a nice convenience, because I didn't have to worry about missing an appointment on another user's calendar (remember that all of the users are really just me), because I wasn't logged in as that user when the reminder popped up.

ANY information anyone could provide about this situation would be helpful, especially in terms I can understand. I'm a very long-time user of MS Office, but I'm not a tech expert.

I would particularly like to know if my tech guy is right about not being able to share calendars in MS 2013 without using MS Exchange. It's hard to find anyone who knows much about standalones these days, so I'm holding out hope that he might be wrong. Maybe I just need to change some permission settings in my User Accounts? Except I see no sign of permission settings anywhere.

Is there something about MS 2013, relative to some of the more recent previous versions of Office (eg, 2007, 2010), that has generally cut off User Accounts from the Administrator unless you are using MS Exchange to "connect" them? I'm wondering if this is the root cause of all of my problems. I feel like my Administrator went blind after I upgraded to MS 2013. Again, it seems like this should be an issue with Windows 7, not MS Office, but I'm 99% sure I had this functionality running an earlier version of MS Office with Windows 7.

Please help if you can!
