Default "Internet Connection Needed ... Error Code: 0-9" When Trying to use Online Repair


In both Excel and Word suddenly when I click on help and enter a search term, I get the message “Sorry, that link's broken You can search or go back and try a different link.” I tried to fix the problem using Programs and Features. Quick Repair did not repair the link. When I tried Online Repair, I got “Internet Connection Needed … Error Code: 0-9. I have an internet connection and I am using IE11 to post this thread and Outlook which is part of Office works just fine. Any help is appreciated.
